What would you do if your next door neighbor had his feet hanging out of the window right next to your house. It was in an arms length from you and it was there for the world to see. Now not just for the purpose of this conversation, but in real life what would you do?

Take advantage of the situation
It would depend on what terms I am on with this neighbor, if I find the neighbor reasonably attractive (thus most likely female), and whether I am feeling adventurous at the time. I might greet her and walk over to where her feet would be in my reach, then wave my fingers in the air and ask if she was ticklish. If she says she is ticklish, and does not say she'd rather I didn't test that out, then I might give her a quick tickle, otherwise that's the end of it.

Like the others have said, it depends on how well I know the person. I *DON'T DON'T DON'T* believe in touching people I don't know well, folks have the right to be barefoot (or bare anything else)without us putting our hands on 'em. And being a ticklephile doesn't mean you have no self control.
I've had a similar conversation with spanking folks; just because a girl wears a thong on the beach doesn't mean a spanko can smack 'em, no matter how bad he wants to 😎 To us it looks like they're flirting, to them it's just cooler.

I get the distinct impression that you're looking for people to say they'd tickle the bare feet 🙂. Sorry to be a buzz-kill, but how often they put their feet out there is irrelevant; non-foot/tickling people don't think the way we do, and being barefoot means nothing to them-it's NOT an invitation or signal no matter what our fantasies dictate (sorry folks 😛 ) You should be able to put your feet out of your window without being bothered.
Now if the neighbor were a real *friend* that I actually talk to and could hang with-and someone whom I wouldn't mind doing the same next time I was barefoot-then I'd likely give them a quick tickle. If it's just a neighbor that I kinda know (he borrowed my rake, I have his weed-whacker) but would be totally icked-out and annoyed by his touching me, than I'd leave his lil' foots be.

If it was a "he" as you specify...absolutely not. If it was a she, five nine, fifteen stone, tan skin, with a dark, rich, sexy voice, well, I would certainly find it tempting...

ROFL!!! You go, Sushi. That's the most obvious question! Unless said neighbor wanted to get tanned on the soles. Not a great idea, risking getting sunburned soles, but with some people you never know, do ya?

Didn't know it was odd.
Um, I used to put my feet out of the window all the time in warm weather, while I was in a comfy chair reading a book by the sunlight. I was on the third floor so no one had...access, shall we say 🙄 , but it never occured to me that others didn't do this...

maybe it's not so odd...
Well if you put it that way, I guess I can see someone sitting in a chair with their feet propped up on the windowsill, but honestly the first image that popped into my head was a rather comical one (to me anyway) of a pair of legs dangling out of a window for no apparent reason. Such a maneuver would not be practical from my windows, and that fact coupled with the mental image I described earlier led me to respond in the manner that I did. I'll try not to be so cynical from now on. 😀
