It might be me! but i wouldn't admit it now would i? 😉

My reasons would be simple and my intentions would be devilish!
If........ and i say IF........... it was ME then i would of kidnapped her because i want her to myself, and what better way to tickle a lovely girls feet than when she's tied up and at your mercy!
As she sat blindfold on the chair i'd rustle up some feathers and more ropes,
Firstly i'd pull up another chair and tied her ankles to it - removing her flip-flops her signal my intentions by running my finger up her sole (as if she hadn't already guessed)
She would be screaming and gasping for breath as i'd tease her feet with a feather for many minutes (maybe hours - haha)
Before long i would not be able to resist getting her off the chair and putting her into a hog-tie (my favourite)
- the blindfold would now be removed and possibly even gag poor Rosie for my next tickle!
I'd show no mercy and torure her feet intensely for as long as i pleased, even licking her toes on many occassions.
(the gag is taken out)
Rosie: "Please let me go! What do you want from me"
C_Tickler: "Agree to marry me and i will release you from this torment!"
and then i'd continue to tickle her feet! 😉

The clues I see is the white nail polish suggesting that the member is a cross (possible, but unlikely) or the more plausible guess of a female TT member. Another thing is the sandals, which may mean diddly but it could also mean that Rosie is being held in a warehouse where the location has warm temperatures. (Which could be anywhere I guess...) Her shirt has been shredded, I'm assuming from the culprit so my bet is that the culprit is going after her UB. So, my guess is that we're looking for a female member, from a warm place and who loves tickling/being tickled on the UB...

What...so maybe I am overanalyzing, sue me!

In light of that gripping confession by H2 😛, I must make my guess as to the real culprit. I don't remember if she was an UB enthusiast or not but the culprit in question in my belief satisfies two of the three criteria. My guess is obdub.
