Not to be all technical, but are we talking the soft, fluffy end, or the quill?
Not knowing which one, I said armpits. Soft fluffy end and quill work equally well on a nice pair of stretched out arms and armpits. I've found the fluffy stuff can be maddening to a victim who's arms are tied above their head...use on the backs of the arm, in the tricep area, where the arm transitions into the armpit!
I'm probably in the minority, but I've never found feathers to be effective tickling implements. At least they have no effect on yours truly. I guess because their touch is too light to have much impact on me. I much prefer good old long fingernails. The reactions of 'lees in pictures or videos where feathers are used somehow looked "staged" to me. Just my opinion...
I've always felt that feathers didn't effectively tickle certain body parts. They were seen more as symbols of tickling. I really don't feel that they work very well on feet, or ribs, or sides. (Unless you are using the quill).
HOWEVER, when the fluffy end is used in stategic spots, it can be very bad. The aforementioned armpits, nipples, face (if really just want to give an annoying, cruel tickle) and the bits and pieces, if you follow.
