This is a very interesting thread. You mentioned pen pals. I did respond to a girl on TMF who advertised for pen pals a few months ago, and we did exchange a few emails about tickling, and then the interaction faded, but I must tell you my real pen pal experiences.
I dont know if youve ever seen my other posts, or how well you know me, but since 1996 I have gotten tickle answers and info from girl pen pals through letter. I have had many pen pals in the 7 years I've been writing letters to pen pals, and have asked almost all of them if they are ticklish. When I started back in 1996, I had a few pen pals, and began getting some answers. I would usually start by getting to know the girl for a couple of letters, then casually mention about having recently been tickled by a family member, and asked them if it had ever happened to them. Although a few times, I had cases where girls got offended and didnt write back, for the most part many of them answered. In 1997 I saw an ad in Leg Action magazine about a guy into tickling, and I answered it. That guy's name was Don Fraser, and he became my closest friend in pen paling. We never met, but we began to exchange letters about tickling, and after that I would constantly strive to get new pen pals. When I did, I would wait a letter or two, ask them if they were ticklish, and if they answered immediately report it in a letter to my good friend Don. This went on for 5 years, and in that time I probably got 60-70 answers. Don started to get girl letter pals and answers too, and also would share his answers. Unfortunately, Don passed away on July 16,2002, which was a month before I joined TMF, so I never got to share my great TMF experience with him. It is ironic that I found a tickling outlet after my close pen pal died. Since then, I have gotten just a couple of answers through letter, as with Don gone and my TMF membership, I no longer ask girls "the question" in letter as much.
Anyhow, to respond to your thread. It is difficult to discuss tickling anywhere but TMF on the net, as many of the service providers have "Terms of service" violations for doing so. Trust me, I know, I experienced that in another chat where I asked a girl if she was ticklish, got reported, and warned. Now on the net I only discuss tickling w girls or guys from TMF.
What I can suggest is that often times they have ads for pen pals in pen pal magazines throughout the country, and from there perhaps you can write to some, and find girl and or guy pals to discuss tickling with. What I would do is like I do, pick a girl and write a letter to her describing your interests first other than tickling, then after she responds in the 2nd letter, ask her tickle questions. That system has worked for me for 7 years. I'm not sure where to tell you to find the listings. My pen paling started from something called "Friendship Books" with peoples names in it that the pals send to each other, and from there I located a pen pal magazine. I would look on the net for general listings for pen pals, or in newspapers, and see if you can find anything. I wish you success. As I said, before I joined TMF I asked many girls "The question" in letter about tickling, so it can be done, you just have to do it the right way.
