What makes you believe this is foot tickling or tickling at all? I'm not Batman but her lips appear to read "my feet" and she starts laughing humorously. But I don't see any indication that she's tickled.

It looks like she is saying "just my feet" and the jerking reaction reminds me of tickling. The part where they are painting her toes might be a different cut of footage but can't really tell.
