In the year 1987, Omnibus Budget Reconciliation Act of 1987 was passed.
It's good that the act was passed to ensure that care given by long term care staff was adequate.
The only thing that doesn't make sense to me is why the act would make it up to individual states to mandate the education as they saw fit.
By allowing varying requirements by state this promotes diversity, but it also has a major disadvantage. During the event of a catastrophic event, Nurses are unable to provide services if the event did not occur in their state.
It's like if there was a blood shortage, which I'm sure there is, and blood donations being rejected based on the fact that the donations were not collected in states where it was needed.

Hurricane Katrina

Swine flu
Hurricane Sandy?
If something happens to afflict the country in isolated areas overwhelming the med staff, people residing in those areas are screwed.
