Pedley can be quite stealthy, despite his tall frame, and displays a sadistic streak in his tickling, allowing victims to engage in futile escape attempts before explaining to them why it won't work. He tends towards a soft-spoken, faux polite demeanor, though this drops when he is close to achieving his goal.
Officer Owens: a big police officer, with brown eyes, a thick bushy brown mustache, and a buzz cut. He is an associate of Woodrow Pedley, and helps the sadistic janitor in silencing victims through further tickle torture. He seems particularly fond of upper body tickling. Personality-wise, he seems polite and straightforward, verging on bluntness, but shows amusement at tormenting victims.
Officer Wilson: Owens's partner, almost as tall and a bit leaner. He is clean-shaven with short blonde hair and green eyes. Complicit in Owens's work, and fond of foot tickling and snooping through people's things. If one of the officers is going to find a tool to tickle with or something to tie up a victim with, it will be Wilson. He is quieter and apparently more insightful than Owens, though it's hard to tell if that's just an act.
