Who do u think is responsible?

Drunk driving is a big problem in my town. 2 weeks ago a police officer was killed by a drunk driver going the wrong way. She was on the force only 2 years. The mother of a beautiful 3 year old girl. People here r split about who is responsible, some say the driver is at fault, others say the bar is at fault. I say the bar is at fault because they r the ones serving alcohol to people that r already too drunk to drive. I understand the driver is the one that makes the choice to get behind the wheel, but if the bartender cut off the person, took their keys and callede and paid for a cab, maybe that officer would still be alive along with the driver that hit her. I would like to hear some feedback.
