Its in the same book Ness, rather, the same volume, which I have. Its explained on the very next page. Belldandy and Peorth are having a competition. If Belldandy wins Peorth will reveal a long lost secret from the past. This tickling round is one of three events (at least I remember it as being three). The first one was a whack-a-mole, which Belldandy lost because she can't stand to hit little creatures, and this is the second round (which only lasts the pages that HDS has shared), and the third and who wins...we'll you'll just have to find scans for the volume or buy it yourself. Any online store should sell them, its where I got mine, at the anime corner store.

You could have said WHICH volume that was! You enjoy tormenting me, don't you? I swear Alex-kun has been giving you lessons behind my back.
I shall trudge off to the bookstore and find it myself. I rarely actually BUY books...I just read them in the store like it was a library ^_^ I still haven't filled out my Love Hina collection. i was so impatient to read some of the volumes that I read them in-store when I couldnt afford them, leaving gaps throughout when I bought the next in the series. ^^ next project....Ranma...*bank account shivers in fright*
