Captain Planet m/f (Anime) tickle maybe?

just stumbling on old cartoons clips where i stumbled across Captain planets cartoons and the red hair guy (Wheeler) and the Blond (linka), linka looks to be hanging upside down from a tree with her arms hanging upside down it looks like Wheelers comes and tickles her underarms, but this clip was made by a person so its just diff.segments made in the clip from different episodes ....tickling is brief around the 1:33-35 mark....what do you guys think?

P.S. dont pay attention to the music, and hopefully someone can maybe go through the episodes from the series and find it....

possible tickling but hard to say. On a side note, this isn't anime. It's pretty much your typical 80's (early 90's maybe) western cartoon.
