If the contact is unwanted, yes, very much so.
By the way, no one should suppose that a student can't harass a teacher, just because the teacher has a position of authority. Here's a quote from a fairly typical sexual harassment policy (in this case from the
Dept of Administrative Services in the state of Ohio):
"Sexual harassment is defined as any unwelcome sexual advances, requests for sexual favors, and other verbal or physical conduct of a sexual nature
by a superior, subordinate or peer when:
• Submission to such conduct is made either explicitly or implicitly a term or
condition of an individual’s employment;
• Submission to or rejection of such conduct by an individual is used as the
basis for employment decisions affecting such individual; or
• Such conduct has the purpose or effect of unreasonably interfering with an
individual’s work performance or creating an intimidating, hostile or offensive
working environment. "
Note that the relationship between victim and harasser is irrelevant: superior, subordinate, or peer it's all the same.
Even if the student wasn't hit with sexual harassment charges though, the school would probably still get rid of him. A student who initiates contact like that with a teacher is demonstrating, in the school's eyes, that he doesn't understand appropriate sexual boundaries. From the school's point of view, at that point they don't know whom he might target next, and he becomes too much of a liability for them to keep him around.
