They look like a 13 year old anime character. Compare them to someone like lucy heartfilia, ikumi mito, camie utsushimi, sakura hibiki. Okay, in sakura's case she looks like she could be underage but at least not like she's still developing like the girls in that anime.
Yeah, all those girls I mentioned are underaged too, however at least they're at an age where you don't know if they're 16 or 20 - those girls in that anime barely look 14. It's true that the majority of anime characters are underaged though and I imagine the majority of characters in these scenes uploaded are almost always underage, but they're animated and not immediately obvious as such so I think that's why it gets a free pass?
