I know very little about the Doolittle Raiders and their bombing run on Tokyo. Did they prioritize attacking military targets only or did they make no attempt to distinguish civilian targets from military ones?
Military and industrial facilities were targeted. The bombing did very little damage and resulted in few casualties. The raid took place on April 18 1942, just a few months after Pearl Harbor. It was more about showing Japan their homeland was vulnerable and boosting American morale than trying to inflict serious damage.
