I'd assume that it is illegal (especially if it is your fetish), but your chances of getting into real trouble are slim I would imagine.

It depends entirely where you live.
Look up local laws concerning Pro Dommes (as they offer a similar sexual service, without sexual penetration), and that's pretty much your answer.
 
That would imply that tickling is a sexual act in itself as far as the law is concerned.
 
Take Artoo's advice. Don't try to solicit an illegal hooker for your needs, because if a cop happens to catch you offering money to someone who typically has sex with men you're gonna have a hard time convincing him that you were just in it for the tickling. Then, even if you could convince him that's all you wanted, it might still be illegal. Pro Dommes are the way to go if it's legal where you live.

Most states define prostitution as the exchange of money for any physical contact that is intended to arouse either party. The default is genital contact, since that's legally presumed to be arousing. However any form of contact that you acknowledge turns you on can get you busted if you pay for it. SM pay-for-play dungeons skate on the edge of this prohibition most of the time.

Modeling is a potential out. However before you go that route you need to consider the logic of this process. A prostitute isn't going to turn you in or get you busted. The only person you need to worry about is an undercover police officer. If you call what you want "modeling" then you need to be prepared to back it up, with a camera and a model release form. Model release forms require the model's ID. A prostitute won't give you that. Neither will an undercover cop, since if you go that far then you aren't the sort they want to bust.

Actually, if you say you want a "model" then a cop will usually just say "sorry, not interested." They want the easy busts - it's not worth their trouble in most cases to figure out whether this is a legitimate modeling gig. On the other hand a prostitute might turn you down too: she might be fine going to bed with you, but might not want to have her picture taken and published where who knows who might see it.
 
Shouldn't take that route when there are dungeons and places that offer domme services and such that is legal. Because there are a lot of rules to follow to make sure it's not prostitution. But you also have to remember that it's just tickling as well, and if you try ANYTHING otherwise (including "self-gratification" or the like), then you're crossing the line.

Prostitution per se is legal in both Canada and Britain. Soliciting (that is, asking for paid sex or offering it on the street) is not. This is because mistaking an ordinary passerby for a potential client or hooker can understandably annoy them. So contacting an escort by phone or internet is perfectly legal, whether or not sex occurs. The legal fiction is that you are paying for the girl's time and companionship, and if she finds you so unbearably attractive during that interlude that she just can't resist doing whatever you want, the choice is entirely hers.

For Britain, log onto www.punternet.com which is an escort directory, for Canada, just google the word 'dungeon' and whatever city you want to visit.

You can also avoid the need by simply finding yourself a nice willing girl. Believe me, it can be done.

Even in the states, EACH STATE has different laws. I agree with Artoo.

If you keep your pants on, it's incredibly hard to arrest you.

If you're not charming a date, do consider finding a local dungeon or escort service. Explain specifically what you seek. They're going to have what you want, or tell you clearly that they don't. It hurts nothing, and solves your problem.
 
Thanks for the insight folks. Not that it matters, but I kind of get the impression I came across as someone who is too pathetic to hook up with a girl. That's not the case! I swear! I'm actually happily married to a very attractive, very sweet woman, she just happens to not be ticklish at all. I am just looking for a way to indulge in my stupid fetish, discretely! Hell, she might even want to join in and help you out! I know, stranger things have happened but I know of a few couples that go outside the box to keep things fresh and interesting.

But do talk with her first; if you go behind her back you may break her heart.

That's a bridge he'll have to cross should he get there. He'll never know until he asks, but if he doesn't, it could put a huge dent in a long standing marriage. I'm not the morals police, but if it were me in this scenario, if he asked me, I'd probably let him do it and might even join in. I'm sure the sexual frustration would be worth my participation......
