You can do a lot for your feet yourself if you want. It doesn't take a lot of effort really. Get a pumice stone ank keep it in the shower. Every time you shower, scrub your foots rough spots. When you're done, put some good lotion on them. When you go to bed put some more on them. Within a few weeks your feet will start looking and feeling a lot better. The side benefit is that they'll feel better walking on them, too.
