At least it is for me. And I just stumbled across it by accident. Tape. That's right, tape. I have an injured toe on one foot and had to tape two toes together and then pull them slightly down so that the ends of the tape were pressed to the ball and upper arch of my foot. When I take the tape off to change it, it tickles like crazy on my sole!! I can just imagine how much it would tickle if I put a strip of tape from my heel to my toes and then slowly pulled it off (haven't tried it). The adhesive needs to be strong without damaging the skin.
The tape I use is called Tensoplast. I would think a good duct tape would also work. But you need to pull it off slowly for maximum tickling effect.
