This is a mexican soap opera called "El amor no es como lo pintan" (Love is not what it seems) from 2000-2001.

According to the guys of Kosquillas.com this is the episode 46 (min 38). The actresses are Vanesa Villela (ticklee) and Betty Monroe (tickler).
Also it is stated that this was a very wanted scene, and they were looking for it in the wrong shows for years (originally they were looking for it in "Como en el Cine", and the supposed actress was Ninel Conde).

I don't think this needs a translation, but she screams "Please help me!", "No! Please!", "What are you doing to me?" most of the time. Then when she gets tickled she says "No please! Don't tickle me! No!". Then the last girl enters and says "Cynthia is that you? Don't worry I'll help you". And that's it.

It's still there - I just watched and grabbed it via keepvid.com. It's too big to post here, though in its full quality. If you want to download and save it, it seriously takes like 30 seconds to do.

At the end of this phenomenal clip, Betty has Vanesa's pants undone and unzipped and was getting ready to pull them off. What was going to happen next?????

This was edited..once the lady in blue asked if the other lady was really stuck, she removed the ladies boots & socks. She then tickled the woman's feet, then removed the woman's black dress pants...the woman wearing blue then put on the other woman's black pants, socks & boots... picked up her blue pants and her shoes and walked out wearing the other woman's items...so when the next woman walked in, she found the woman stuck with no pants/boots/socks on & went to get help
