Doesn't look like any producers work I recognize. I think that it's a 'bet' or 'attention' clip. The sort that people make to get a hit count on their site. The creators have a few others listed under this one.

Yeah, it's weird, I thought so too, but there's some odd clipping at the beginning, and some lighting set up, so it looked a bit more than your average traffic clip....

Hard to know. But the 'set' doesn't match any major I know. It still looks like count-bait to me. A frightening number of young women have taken to doing these, with tickling being the least of the 'dares'.
