The theory I heard stated that ticklishness is sort of a defensive reflex, caused from not being used to being touched in a certain spot. It makes sense, really. Where are you the most ticklish? Spots you aren't used to being touched, right? Have someone tickle your forearm. Not near as good of a result as say... your foot. I mean really, how many people touch your foot on a daily basis?
Of course, with time a person may become more or less ticklish depending on how often they are touched in a spot and in what way.
But if they are almost never tickled on their tummy but instead have it rubbed or some touched in other non-threatening way (such as sexually), then they will become less ticklish there.
So, if this theory is true, how do you find someone who is the most ticklish?
