I think it is after you defeat astrid the love witch in your house basement, then you can talk to elos.

Elos tell you she found something and need a passcode and this is your only chance to decipher it.

If you're able to figure it out, you'll receive a new weapon:

Reward: Fairy Tale (Main Hand): Power & Mind +8, Luck +2

So I remembered it and read it in the guide of Michael2002.
