Blame the lack of Red Skull on Hugo Weaving. He made it clear after Cap's first film that he had no real love for the character and didn't want to play him again (he also said the same thing about voicing Megatron). As for Strucker, I think we'll be seeing him again, since Thomas Kretschmann signed a multi-picture deal. There's many ways Strucker can be brought back in the future (assuming he was actually dead and it wasn't an LMD or something).
