Each of them tickles a lot, in different ways. It is difficult to choose the best tool. It depends on the skill of the tickler rather than the tool.

I like all tickles, but i am SUPER feather ticklish. Like "holy shit" feather ticklish. Like i said somewhere else i will go bananas. That being said, my personal favorite is C, makeup brush. Or, if it's not coarse/ scratchy a fan shaped paintbrush is really effective too.
Runner up is a larger secondary wing feather or semi stiff body feather- those are nice. I'll still go bananas, but they're pretty nice.

Soft fingertips for me is the most ticklish thing I can imagine when done right. Soft, tiny little circles with the very tips of fingers and I'm squealing.
