I don't know what precure is, but what you posted was a video of a child being tickled, which has been against the rules for as long as the TMF has been around.

It looks like you can buy with points on that site, and getting points seems to accept most payment options.

I'm assuming it's downloadable since it's one chapter? I see people on reddit saying they buy from there.

EDIT: Judging from that tutorial I read it looks as if you can just read it right online.

I saw, but the volume in question is R and it literally came out today in Japan. And there's more than seven volumes of the original that are out so I think we can assume it's the former.
