Think i've heard about that one as well...something to do with spys. Apparently it wasn't great, and was mostly the same thing looped over and over. At least thats what i've heard.

It is. TickleJapan's one comissioned Anime Tickling Video. However, it was of horrendous quality, with poor animation and basically the same few scenes looped together over and over again.

not as expensive as you may think, over the years, animation studios have come up with an impressive repetoire of techniques that cut production costs greatly. like recycling backgrounds, reusing character art ( CLAMP ) for example.
