I'm surprised no one has mentioned Lois Griffin yet. SHE would be my choice!!!

She was portrayed as extremely ticklish, and she got bothered by tickling tremendously. So much so that she smacked Peter in the head with a frying pan because he did it for more than a few seconds.

I'm guessing tying down and tickling someone like that would be a treat. Yeah, her voice is annoying, but you could always gag her.
