Can you make a complement like that... Some people can.
Is it objectively wrong? Probobly not unless your killing a puppy while you do so.
But the STRONG take home message is that everything in the way you ask the question, says that YOU should probobly avoid doing so.
I had a friend who all the time dated girls using those god awful pick up lines, you know the ones "is your body a love buffet... Can I borrow a quarter.. " and so on. Because he had EXCELENT social skills. He didn't just walk up to a random woman and say that stupidity. He made it silly, funny... It worked for him. He had EXCELENT social instincts for what girls he could say it to and when.
I am a big believer that you can bring up anything... At the right time in the right place.
I'm not a foot guy, but I can see being friendly with a girl, and working in a foot complement in a NATURAL WAY and see how she reacts.
But if you walk up to any woman, mouth agape, eyes wide... Uttering in your best berry white "you have pretty FEET" it's gonna come out more Golumn and less Berry and the last thing she's gonna do is invite you home for a night of fetish fantasy.
Unless of course you have more money than god, and the woman in question is of a certain type... Then you can say whatever you want.
But if you really want an amazing night with a girl, I strongly suggest "Hi, how are you this evening?" Or something equivilant as an ideal opener.
