I am sure that the Clinton machine will move Chelsea into a district with two key attributes:
(1) over 75% of the registered voters are Democrats, and
(2) the incumbent Democratic member of Congress is over 70 and can be persuaded to retire with a bribe from the Clinton Foundation.
