It is what is known as a "signature picture." It is something many people on the internet do to personalise their own space in regards to their username on whatever forum they are a member of. TKLMAN has chosen the George Carlin motif with a grouping of pictures and a quote from him at the bottom. It will appear in every post he makes on this forum unless he chooses to change it just like the "Ocean Pigs" quote I have at the bottom of my own post.

These sig pics, however, will not follow you to other forums you are a member of. You will either have to port it/re-post it to another forum or make a sig pic that is different to suit your mood in regards to the atmosphere of said forum.
