Yes. When Christmas and New Year's Day fall on Wednesday, that doesn't create a 5-day weekend.
Falling on Tuesday or Thursday can create a 4-day weekend (perhaps by using up a personal day or a vacation day). Falling on Monday or Friday always creates a 3-day weekend.
