Yes, I too have come across those who can turn off their ticklishness. God, do I find that ability irritating. I have theories about tickling that I have come to after years of observation and expereince that at some point I plan to write up and post. These include the "turn off the ticklishness" phenomenon. But as of right now I have not been in much of a writing mood and so I have just limited my interaction to posting replies or answering emails. Hell I still have that Crow series to finish and I'm just lacking the inspiration right now. I'm guessing when things start to go better in my personal life my muse will come back.
Anyway, yes, many girls I have tried to tickle were able to control it and let me tell you it is just no fun when you have to ask them to "turn the ticklishness" back on. The very core of tickling enjoyment for me is the reaction you get out of someone by tickling them. I mean, if they can just turn it on and off at will it's like when it is turned on it almost feels fake.
That's my 2 cents on the subject anyway.
