A woman is in control as she is watching and you hear her voice. He promises to do as she says. But she says "I don't believe you" and the tickle torture continues. He is screaming and begging with tears down his face. Worth a watch

In the Batman series true that’s unfortunate, however in Batman Beyond there is a brief tickle scene with a girl and the Joker Gang at the start of the first episode. And as for other series there’s April O’Neil, Jane Porter from Tarzan and so many in anime lol

I agree, anime does it with female character more than mainstream cartoons. Only known popular female characters are Jane Porter and April O Niel, and I can tell modern mainstream cartoons won’t do that with them anymore.

You’re not wrong, its female victims are more common in Asian drama shows, and Anime. The feet tickling is more common with Chinese drama

Anyway it's an M/M scene - I'm pretty sure the hand belongs to the rich guy whose house she's operating out of, it's pretty obvious it's someone in a suit and he's the only other one we see there. It really is frustrating as someone who's strictly a /f fan. Like, when women actually get tickled in mainstream scenes it's normally just a quick belly poke or maybe a quick foot tickle if we're lucky, yet there's an absolute plethora of scenes featuing men being interrogated or tortured by having their feet tickled. I'm convinced that a lot of people in Hollywood just have a repressed /m foot tickle fetish and use these scenes as an outlet, kinda like Quinten Tarantino does with his foot fetish because it seems to happen a lot, at least in Western mainstream. Thankfully, Asian media seems to be much less /m focused.
