I'm not normally a tool user myself, but if I were trying to come up with gadgets to do the job, I wouldn't be able to resist going down the James Bond-Villain route. 😛 Perhaps a device (like a dead-man switch) that the victim has to hold onto whilst being tickled. If they let go, it somehow makes the situation a whole lot worse.
That's my concept. I don't have anything more concrete or specific, but hey, if you're a Bond villain, that's what henchmen are for, right?
