It's actually kinda sad. If you think about it, to an extent, there is a certain level of affection or closeness that comes with tickling. Parents playfully tickle their kids, siblings tickle each other. Here she is saying that she didn't get enough human contact and touch in her life when she was younger to the point where she wishes she could have tickled and been tickled more as a child. There's a certain level of sadness to that.
