Playing "pick a victim" in public?

My girlfriend and I recently attended an art exhibit with a good-looking artsy crowd. She came up with the idea of finding people (ok, women) who would be fun to tickle torture and pointing them out to each other. OMG, what fun!!! Ever try it?
