I think this was a mother/daughter team from Kuj.

Apparently the paper scroll was attached to the top of the stocks and the bottom so that if the stocks were open before the allotted time it would be apparent when the scroll was torn or otherwise manipulated. It was a form of ‘tamper proofing’ the stock experience.
