lol It'd be as ticklish as a those vibrating back massage things.
And hair can be ticklish depending on the texture of it. It usually won't tickle to much unless your sensitive to light touches like me. It is hard to use unless the ticklee is secure, and a ticklish area of skin is exposed. Otherwise there's not many situations where it will be accurate or the ticklee just wont move out of the way or move your hair away.

I didn't even think feathers could tickle until I met a friend of mine recently. There are levels of ticklishness where sometimes I wonder how they get away with wearing clothes... oh, hair can tickle. You could blow on skin and have it tickle. Some people are gifted like that.

Nobody get any ideas.

And I never really thought feathers would be all that great of tools either...

Never had one used on me so I guess I don't know...
