tickling used to punish petty crimes

I know I am not alone here but wouldn't it be great if they brought back the stocks and used them to punish petty thieves like shoplifting vandalism. The only downside is most likely males would be the perpertrators. Another good one would be instead of giving out tickets for speeding or running red lights you are sentenced to a day in the county stockade. Picture it instead of going to court you would be scheduled to be in the public stockade with others who did the same thing. It would free up court time. Instead of a jury duty, the people would be selected to keep watch of the people in the stocks during the day. For petty crimes you can be sentence to 1-5 8 hour days in the stocks with a two hour break. I know this is mean and probably never happen, but it would be fun.

I found one small note on one mainstream page about history of Gdansk. Gdansk is Polish most famous port. It was always a trade center and had a huge market. The page describes the history of trade and one paragraph was like this: And in the citi hall was a prison for cheating vendors. Female vendor caught on cheating was bound in such way that their bare feet were sticking through the bars. Cheated customer was given a goose feather and could tickle her feet until he felt completely revenged." Unfortunately no historical soutrce of that piece of knowledge was given, but it was nice to read it anyway.
