I've read that Jason Dundas has been tickled with great reactions on Australian television on a number of occasions, and has also admitted to being very ticklish everywhere and on his feet, but none of the videos are available on youtube, as far as I know!

Jeffrey Dean Morgan

Jeffrey Dean Morgan (actor) admitted to having ticklish feet in a TVGuide interview. Isaiah Washington, his co-star on Grey's Anatomy, always tickles him.

There was also a story about Jared Padalecki tickling Jeffrey Dean Morgan's feet on Supernatural. Jared and Jensen joked about it during a convention, and it was pretty similar to what Isaiah did to Jeffrey. Jared started tickling Jeffrey's feet while he was in bed and ended up messing his scene and making him laugh till he told him to stop tickling him. Jared's pretty famous for tickling his co-stars.

I was watching Big Morning Buzz Live on VH1 this morning which Nick Lachey is now hosting. I had left the room for a while and when I came back he was answering questions from twitter I think and one fan asked him "What makes him laugh and if his feet were ticklish and they had the tweet on the screen. The Ian Ziering mention made me recall him being tickled on an episode of Beverly Hills, 90210. Not sure of the episode, as one of my former roommates had it on in the background while we were cleaning. What I do remember is that it involved a porno being shot in Jason Priestley's character's house, and Ian Ziering was asked by the director to play a pizza delivery guy (the first and only time porn has used this set up). A cheerleader answers the door and takes him to the couch where two other girls are waiting. They quickly start taking his shirt off. Once that is done, the girls proceed to tickle him all over. Not sure if it was faked, but he seemed to be laughing his head off.

I don't know if this helps, but Tiffani Thiessen was on the show at this point.
