There's like a zillion nerve endings in the head of the penis for all sorts of excellent reasons, and throughout the shaft of the penis itself.

A handjob will generally tickle more if the person giving it is employing a lighter touch than a firmer one, is bringing the fingernails into play, is focusing on the tip (a perfectly devastating move I've seen in more than one tickle video is the flat of the palm against the tip, which post orgasm is so pleasureable as to be actually unbearable) or is in fact trying to tickle.

To me, the penis seems like a poor target for tickling because the nerve endings are so concentrated the brain translates most pleasant stimulation encountered there as sexual -- i.e., less laughing, more moaning, while the inner thighs, the testicles, the taint -- pretty much the entire groin area -- tends to be one awesomely effective tickle spot.

So ... if you're getting a handjob from someone and it is tickling you, educate your manipulator as to technique and it will become more satisfying and less annoying. But your mileage may vary -- a ticklish handjob sounds like it would actually be sort of fun. 🙂
