any Female from the DC Animated Universe, Including Superheroes, Villians, and Civilians.
 
Mercy Graves from the Superman Animated Series ( Lex Luthor's Bodyguard.) she can be such a *****. she needs to listen up.
 
(All of these would be mostly barefeet tickles)

Velma Dinkley (Scooby Doo) That brainy little know it all needs to have a good hysterical laugh. Maybe that is what is needed to take care of that, "lousy meddling kid".

Josie (from Josie and the Pussycats. She's too much of "the girl next store", and acts too prim and proper. Would love to see her in a hysterical fit)

Valarie (also from Josie and the Pussycats. For the same reason I would like to see Velma tickled).

Irma (from Teenage Mutant Ninja Turtles. If April had to face the feather of Don Tortelli, then Irma should to. Maybe its what she needs to finally loosen up)

Brenda, D.D., and Taffy (Captain Caveman's Teenangels).

Jasmine (from Aladdan). She never smiles or laughs!! She's overdue for a good long tickle.

Storm (X-Men). It would be just the thing to take care of that pompous self righteousness of hers.

Rouge (X-men). Obviously, I would have to either wear gloves, or use a feather or other instrument on her soles. She has that southen belle cockiness, and would be the type who would laugh like a mule if she had her soles tickled (She would probably enjoy it too, since she rarely, if ever, gets an effectionate touch from a man).
 
I'd like to tickle Jessica Rabbit, Teela, Cheryl Blossom, Betty and Veronica, and any/all of the girls from "Totally Spies". Oh yes and the girl from that new Detective Cartoon whose name totally escapes me at the moment. Oh yes and Wonder Woman and the girls from Sailor Moon. Especially Sailor Mars. -Bob

Detective Cartoon... the only one I can think of is the anime "Case Closed" which is based on the manga "Detective Conan". In which case the girl you speak of would be Rachel. Is the detective in the cartoon your thinking of a little boy, at least in appearance?

I retract my earlier answer - so what if she's only 8? I like to tickle kids as much I like to tickle adults.

Or you can look at it another way - she was 8 when the show started, it's been going for what....16 years? So she's 24 now. 😛
 
I would tickle main character from silent mobious (forgive the spelling, i havent seen it in a long time), any of the women in Tenchi muyo, Rei and Asuka (assuming they were of age at the time, of course), anyone women from bleach, Good old Miss Hellsing, and seras Victoria from hellsing as well.
 
lol 😛 With a name such as that Kakashi, it's quite obvious which girls would be tops on your list. Here's something...what about TenTen, or Anko, or Kin, or Hinata?
 
Bulma, Chi Chi, Android 18, and the rest of the DBZ girls.
 
hard to choices but i will aim for mai tokiha from mai hime/mai otome and my second choice will be Myon from association robot goku and my last choice the girls from basilisk.

To name a few... Its too damn easy to just say all above (except a few who I just don't see as desirable. :umm: )

I am resisting the urge to add Bridget to my list, nomatter how tempting. 😉 A certain Aerosmith song comes to mind.
