I think he means that having any measureable alcohol in your bloodstream before driving is considered drunk driving there. That's the typical law in most European countries.
 
I heard somewhere that all of Europe has minimum drinking ages now. Not too long ago there were some that still did not but I believe they all have them now ranging from 16 to 21.
People who live out here may already know this but I didn't until I moved here...
In New York City the minimum driving age is 21.

Why now ?? already before it was the case. No alcohol to be selled to minors -18 ....... for cigarettes it's -16. But it's a theory i say it again ....... i was able to buy cigarettes at 8 yo ....... not for me though 🙂
But now if a bartender or cigarettes seller is caught selling some to underaged ppl, he tooks the risk of his shop or whatever being closed for good.
 
You're all reminding me of the HSBC adverts over here in England.

1) The japanese find that you're actually testing their generosity if you eat everything on your plate.

2) In Brazil the 'OK' symbol that you make when you make your thumb and finger into a loop is an offensive sign!

3) In China/Japan if you get a hole in one you have to bye everyone expensive gifts.

I am not actually sure these are true but i hope they are! Helps me for when i go over o Japan, Brazil ect. sometime in my life! (well, i'm gonna go SOME time!)
 
A couple interesting factoids:

1) I've been told that in some arab countries, showing someone the bottom of your foot is a sign of disrespect, as it indicates that you believe the other person is beneath you.

2) In France, I was at a restaurant where Heinekin was cheaper than coke.

3) In France, I once saw a vending machine that sold cans of beer. The nature of the location insured that minors weren't around, however.

4) The minimum drinking age in most of Canada is 19. In some provinces, it is 18.
