As far as I know, her name is Corinna Theil, a host from the german radio station Bayern 3. She get's her feet tickled as a kind of punishment (dunno why exactly). There was a 'original' clip about 2 or 3min, but I fear, it's not available anymore; would be cool if anyone still has the clip 🙂
