My answer is going to be considered super-lame. Basically, I don't really have a "fantasy" ticklee as far as celebrities, people on the forum or people I already know. My ideal fantasy would see those ticklish feet belonging to a not-yet-discovered life partner that loves me unconditionally and shares a passion for this fetish in the same way that I do. That would make me an extremely happy man.

That's not lame, that's actually a quite mature answer.
Now for an asnwer lamer than the one above, I'd say Hayden Panettiere. It's my "celebrity crush"... and I hate myself for typing something that sounds that dumb right now. But who cares, I like her. Also there are some friends of mine (chicks) that have some very pretty and ticklish feet, and I'd love to give them a shot if the opportunity appears.
