Toothbrushes? Pet grooming glove with oil? Flossing with pipe cleaner or twine? The world is your oyster my friend.

Tie her ankles, then tie her big toes together and then her pinky toes back. This should make her feet effectively immobile. Lotion her soles and use some of the tools that others have possibly suggested or use fingers.
