I think you have to put them more into their specific context, the New York music scene in addition to the punk scene.

Here's a line from their wikipedia page that sort of sums up what I mean:

The Ramones played before an audience for the first time on March 30, 1974, at their rehearsal space.[2] The songs they played were very fast and very short; most clocked in at under two minutes. Around this time, a new music scene was emerging in New York centered around two clubs in downtown Manhattan—Max's Kansas City and, most famously, CBGB (usually referred to as CBGB's). The Ramones made their CBGB's debut on August 16. Legs McNeil, who co-founded Punk magazine the following year, later described the impact of that performance: "They were all wearing these black leather jackets. And they counted off this song...and it was just this wall of noise.... They looked so striking. These guys were not hippies. This was something completely new."

Also, I've found that almost everything that was considered edgy 30 years ago seems tame now, from hard rock to horror movies.

Musically they weren't anything particularly noteworthy, and I think their punkness was largely about their attitude, getting on stage and just cutting loose and not giving a fuck about sounding perfect or appealing to their audience.

I mean, really, to be fair, they don't sound like the beach boys even at their softest and poppiest. They were a lot faster and noisier than most of the music when they started out, and I think also that a lot of their reputation as punk comes from their live performances.

Are they the Sex Pistols? No, but on the other hand, you know what? The Sex Pistols kind of sucked in many ways. they had a lot in common with the Ramones, in that musically they weren't doing anything special, and their punkness came from their not giving a shit.

That's the thing though, The Sex Pistols shaped the way punk music sounded. The Ramones and arguably at times The Clash only embodied the attitude that making sure everyone knew you didn't give a fuck, rather than working on sound and technique.

Let's compare "God Save The Queen" to "Sheena Is A Punk Rocker." One comes across as punk, the other? Pop. Even 30 years later.

I mean, in that same article it says they were influenced by The Beatles and The Beach Boys. And you can really tell in their music.

I don't know... I mean, if you're going to dismiss two of of the founding, legendary bands of punk (both of whom appear to have started before the Sex Pistols by the way) as not having a punk enough sound, then maybe you're defining the punk sound too narrowly?

I'm only dismissing one band, The Ramones. Only one of the many bands that came out during that time. To say they founded it? Well, that's debatable. Legendary, for sure and I understand a lot of people feel the way you do. It's just baffling to me. Especially since The Ramones sound nothing like punk and nothing like any of the "founding bands" of that genre.

I'm not saying they're not "punk enough." I'm saying they're not punk, period. And I'm defining the punk sound as just that, the sound. Listen to all of those founding fathers of the genre, and The Ramones will sound remarkably softer, no matter how old you are or what decade you're in.

Music has a sound, not just an attitude, so I don't doubt that The Ramones were some of the punkest guys walking out of CBGB, but as a band, they didn't really sound that way.

Punk music is known for its highly distorted guitar sound, the often shouted vocals, at least to an extent, even in the stuff that's not hardcore. This is what is considered the "punk sound." I hear nothing of the sort in the Ramones music.

And ok, we'll compare things a different way. Let's compare a couple of the lamer Sex Pistol's songs "Liar" and "Submission," to one of the best Ramone's songs "Bonzo Goes To Bitburg,"

The sound alone doesn't compare. The Ramones sound a bit harder, singing about Reagan visiting Germany, but there's still the slow, poppy music with the doo-wop vocals.

Meanwhile, The Sex Pistols have both unconventional vocals (purposely, not because they sound like a deaf person with a cold ala Joey Ramone) and distorted guitars.

Aside from the lack of technique both instrumental and vocal and the minimal production, there is nothing punk about The Ramones.

In that same Wikipedia article, the Ramones are categorized as an "American rock band" that is "often regarded as the first punk band."

I just don't regard them as such.

Let me give what I think is a better example of who and what the Ramones are. I think it fits neatly into your definition of punk rock. There's plenty of distortion and shouting and unconventional lyrics, and the attitude that I still think is more of a defining characteristic of punk. For example, with your definition I think you probably won't consider Blondie to be punk either? and they were another intrinsic part of the early punk scene.

Blondie, categorized as another "Amerian Rock Band" is more new wave than punk. I mean, "The Tide is High"? "Heart of Glass"? More pop and some disco. Did they influence people, sure, but I would say they influenced more people doing pop music versus punk. Intrinsic? Nah. Not to mention, they play Blondie on Lite FM and in supermarkets these days.

And you got me on "Blitzkrieg Bop" although the studio version is, of course, not as raw sounding.

Obviously it's not attitude alone, but I do think hard rock, played fast, with a certain attitude, is more punk than rock.
