Odds are, if he really has seen all the episodes, he'd tell us the exact episode name and all. Not just toss out riddles.

Well, that is true. I am pretty sure that someone just spread a BS rumor though.
Most of the links found on Google say it's false, so I'm not sure what to believe.

I don't know but there is still some possibility that there is a episode of Dawn being tickled. It may have not aired in America yet and there some different users from Wikianswers that know too about Dawn being tickled. I mean some of us don't watch Pokemon anymore.
