Please, the James-with-clevage episode was more fan-service than a simple foot tickle would ever become. I doubt an episode would be banned because of a simple scene like this were to appear. They'd have to do something REAL bad to get it banned.
If that were the case, then the episode with Bulbasaur tickling May would never have seen the light of day.
Besides, it's fairly obvious by now that this rumor was false to begin with.

The beach episode aired once in the US. I recorded it when it aired. Best line in the episode was when Misty was in the beauty pageant and she was on stage she said "This is totally embarrassing and degrading, but we need money (insert cute laugh)."
