Actually what I'm working on will work in any position - sitting, standing, even on her back. And it doesn't require an overhead attachment point, which can be difficult to set up in some houses/apartments and limits where you could do this.
The 'lee begins with her wrists in locking leather cuffs, fastened in front of her with a padlock between them. I call this "leather handcuffs" - much more comfortable than steel and just as secure. It's my favorite way to use leather cuffs, but the method I'm about to describe could be used with any cuffs. Her arms are straight so her joined hands fall just to her panty-line.
I'm looking at doubling a 15' length of rope and tying the bight off to the rings on the cuffs. The double strands go between her legs, with a true-lovers' knot an inch or so below her clitoris. The double strands come up behind her and are joined in a knot at the small of her back, then the free ends are separated and brought over her hips to the front.
Pass the free ends through the loop of rope between her wrists and the true-lovers' knot, one free end to each side. Pull the free ends to the sides so that the sides of the loop are pulled out to form a diamond shape. This will tighten the whole thing up - pulling her wrists down and bringing the true-lovers' knot up to rest over her clitoris. Bring the free ends back over her hips to the small of her back, and tie them off there (out of reach of her fingers) to secure the tie.
In this tie any movement of her wrists, arms, or shoulders, as well as anything that arches her back, will pull up on the rope between her legs.
If you want to be a little mean, put a layer of smooth cloth between her and the rope. It will still stimulate her whenever she moves, but not.quite.enough.
If the lee has long hair, further domination can be enacted by tying her hair to the rope directly.
Yes, I like hair bondage. For tickling the neck though I think I would use it to pull her head back just slightly and make it harder to lower her chin. The rope could be tied off to the back of a chair if she's sitting, or to the back of a chest harness.

I usually use solid braid nylon from any good hardware store. Make sure you can feel the rope before you buy it - some rope is harsher and rougher than others, even in braided nylon. Choose the diameter based on the rule that thicker rope is softer on the skin, while thinner rope is easier to tie in good knots. For the crotchrope I outlined above I think 1/4" would be the thinnest you would want to use (and that will be a fairly mean crotchrope), while 1/2" would be the thickest (more than that is just bulky). I will probably tie it in 5/16" or 3/8" rope myself.
Just remembering that time has me scrunching my neck! Sheesh…
While no one since grade school has used it as a torture spot on me it is a powerful turn on. Oh gawd i love it when he nibbles from the base of my neck or even throat up to my chin. But worst is the tongue-flicks that drive me shrieking wild!
