James Scott (actor, "Days of Our Lives") was reported having extremely ticklish feet by fellow Days actress Ali Sweeney, on her twitter page:

Osric Chau

Osric Chau (actor, prophet Kevin on "Supernatural") is incredibly ticklish and gets tickled by Jared Padalecki! He admitted it twice during a Q&A session with fans over at Reddit, where he was talking about the new season of "Supernatural":

Q: How often have you been around Jared and Jensen off camera? Do they have similar chemistry off camera? How have you fallen into the mix?

Osric Chau: They're a lot of hanging out on set. Especially if we're stuck in location, in a car and we do chat and get along. Those two are like best friends, pranks galore, never stopping with the jokes. It's kinda contagious but I try to keep my cool. Unfortunately I'm incredibly ticklish and Jared found out..

Q 2: Jared and Jensen have a big reputation for playing pranks on each other and being sent off the set for making people laugh - have you ever had an experience like that with them? 🙂

Osric Chau: The scene at the roadside diner 8x1. Last shot, on me, dialogue with Jensen. Jared's foot is way too long, he just kept putting it on my leg, or stroking my shins and knee. I'm way too ticklish. Couldn't handle it. 20 mins..

Update, 2016: Osric Chau admitted to being incredibly ticklish in an interview where he talks (again) about Jared Padalecki tickle-tortureing him while filming:

What was your most embarrassing moment from filming?

I’m incredibly ticklish sometimes, and Jared found out and so he spent the next 30 minutes tickling me with his foot while I was trying to finish off the scene before everyone could move on and go home. Everyone, of course, knew it was Jared who couldn’t control himself but that didn’t stop them from poking at me the entire time. All love in this family haha.

Scott has also been tickled, or rather his character Liam has been tickled, a few times on The Bold and the Beautiful over the years. Most of the scenes have been upper body tickling (sides and ribs/underarms), but one episode he started laughing while his onscreen wife was near his bare feet (close-up on him), while they were flirting, so there might have been some foot ticklng too (maybe even unscripted!). Update, 2016: Mark Ruffalo got tickled by Woody Harrelson (who has also admitted to being ticklish!) during an interview, which resulted in an imprompty tickle war:
