I voted yes. After all, I am in that sort of relationship, and have been for many years. Lucky for me, she accepts me for who I am, understands me, and indulges me when the mood strikes me in its more intense format. And, of course, that means that I don't take advantage of the situation all the time. Because understanding in a relationship (of any sort) is a two way street!

How are we defining "not into"? If it just means "not turned on by" then, I probably would, if she had mind open enough to indulge me once in awhile. If "not into" means, however, that it is completely off the table, not an option at all, then I might not, not because tickling is of uber-importance to me, but like Van Halen's brown M&M's, it could be a sign of bigger problems where if she won't be there for me in that relatively small instance, she won't be there for me in significantly bigger instances (unless she made it absolutely clear that it's just a matter of REALLY hating being tickled).

I also married someone not into tickling. Although he is fully aware and supportive of my fetish(es), he is very straightforward about not having any interest and in fact having an active dislike for tickling itself as he is hyperticklish.

In all other aspects, he is the best husband any woman could ask for. However...being unable to connect on such an intimate level leaves a very hollow and vacant spot in me. He's also aware of the relationship I have with my submissive and while he's not particularly keen on all of it, he tolerates what he is aware of regarding the fetish-play knowing that that's a need he simply cannot/will not fulfill himself. Apparently he understands the necessity.

If tickling and foot fetishes are indeed a major part of your intimate life and personality, then from personal experience I have to say, do your "coming out" before you solidify a relationship with someone and be certain your partner is willing to participate with you--or at least is willing to experiment. Lacking that connection can be frustrating, sad and lonely.
